Developing a National Procurement Strategy for Ireland – Interview with Fergal Grogan

Fergal Grogan, Assistant Principal Officer at the Office of Government Procurement (OGP), shares insights into Ireland’s work on developing its first National Public Procurement Strategy. Grogan, who has been involved in strategic public procurement since 2019, explains how the OGP is helping shape a transparent, sustainable, and innovative procurement system that aligns with national and European objectives.

The workshop we hosted, as part of the Public Procurement Dialogues project, allowed us to discuss challenges and opportunities with European colleagues, helping inform the development of our own roadmap,” says Grogan. This workshop was a pivotal moment in Ireland's procurement journey, contributing to the creation of the Strategic Public Procurement Roadmap, which will guide the development of the National Strategy.

Grogan also highlights the current public consultation phase, which includes stakeholder surveys and regional roadshows. “The consultation is crucial in ensuring that we gather input from all those who have an interest in the future of public procurement in Ireland” he notes. The final strategy is expected to be published in late 2025, with aims to improve competition, value for money, and innovation in public procurement.

Additionally, Grogan touches on Ireland’s Green Public Procurement (GPP) Strategy, designed to support the transition to a low-carbon economy with specific targets for sustainable procurement practices across the public sector.
